During its last session, the Oregon Legislature passed HB 4108, which allows for voluntary annexation to the City of Eugene if all property owners agree and submit a petition for annexation, and if the property is:
- located within the City’s urban growth boundary
- designated for residential or mixed use on the City’s comprehensive plan
- connected to and receives water, wastewater and stormwater services
- accessible by public road.
If the property qualifies, the City Council can annex without a public hearing.
City staff are developing recommended program elements to encourage voluntary annexation, as requested by the City Council. These recommendations will be reviewed by the City Council at an October 28 work session. The components of the program generally fall into four categories: reduced application fees and Planning assistance; adjacent property annexations concurrent with right of way annexations; outreach and education; and tax deferrals or program.
