SCRROL Transitioning to SCRRIPT

The final report and recommendations of the Santa Clara-River Road Outreach and Learning (SCRROL) project will be presented to neighbors for discussion. A follow up Team with River Road and Santa Clara participants will be formed to implement the recommendations from SCRROL. Its name is Santa Clara-River Road Implementation Planning Team (SCRRIPT). Contact Jerry Finigan (Chair) for more information.

We will discuss the plan and consider a letter to Lane County with our comments.

We heard that a giant swale has been constructed at the north end of Dalton, in the churchyard off Howard. It’s really impressive to walk down there and see how deep it is. This is a part of the drywell decommissioning. Have you seen it?
We will have this item on the agenda during the last half of the RRCO meeting. A meeting with the developer is scheduled for October 22, 7:00 p.m. at Emerald Park, 1400 Lake Dr, Classroom C.

We will also have a report from the City Council’s 5:30 work session with the Port of Coos Bay and Physician’s for Social Responsibility on the Coal Train issue. Can you link them to the Coal Train letter that RRCO sent to the City Council?

Greetings to the candidates:

The River Road and Santa Clara Community Organizations are co-hosting a candidate forum on April 12 from 7:00 to 9:00 p.m. at Emerald Park, 1400 Lake Dr. This is a general outline for the meeting, but the facilitators reserve the right to make adjustments to protect fairness and allow time for SCCO/RCCO discussion of other mutual topics. SCCO Chair Jerry Finigan will facilitate the forum. Other board and neighborhood residents will collect written questions from citizens, act as timekeeper, staff a campaign literature table for you, and provide voter registration cards. A table will be provided for campaign literature.

7:00-7:10 Welcome and ground rules (10 min)

7:10-8:08 Candidates for West Lane County Commissioner position: David William Northey, Fred Starr, Jay BozievichJerry Rust, (56 min – total)

1. Opening statements by each candidate (5 minutes each – total 20 min)
2. Responses by each candidate (2 minutes each – 8)
3. Written audience questions. (To be collected and sorted by neighborhood members) (20)

1. Transition Team recommendations – Jolene Siemsen and Jerry Finigan give overviews about recommendations, with color comment from any others who were on the Transition Stakeholders group — (10 min)
2. River Road Park and Recreation District – Dale Weigant summarizes the problem — (7 min). Additional information and questions from the audience (5 min). — (12 min)
3. Stormwater – Becky Riley, Kate Perle give a summary of the stormwater basin study, what it covers, and what it omits — (7 min) Clarifying questions (5 min) (12 min total)
4. Transportation – LTD/EmX – Jolene Siemsen, Becky Riley give an update on this issue — (5 min)
5. Possible Action item: A joint committee is commissioned to study these issues (and possibly others) and to return before the end of the year with suggested recommendations as to where our combined energy of River Road and Santa Clara might be collectively applied to improve our communities — (7 min)

6:15 Introductions, Public comment

6:20 Approve minutes of March meeting.
Validate Stormwater document approved by e-vote
May agenda – Take note of items that come up for attention before the May meeting and items to be tended to our our May Board meeting.

6:25 Select two of the six new Board members to serve out two 1-year terms.

Ask Becky and Beth to count the ballots.

Proposed process:
* Each person who desires to serve one of the two 1-year terms, give a one-minute rationale for why he or she should be selected.
* If there are two candidates, a vote may be taken to accept this slate by acclamation.
* If there are more than two candidates, each Board member will get a blank sheet of paper to write in the two people for that position.
* The two top vote getters will serve out those two terms.
* If there are four or more candidates, the least vote getter would be dropped off and another vote would be taken.

6:35 Elect two Co-Chairs and a Secretary/Treasurer.

Ask for nominations for Co-Chair. If only two candidates are nominated (and accepts nomination), the Co-Chair slate can be voted by acclamation. If there are three or more nominees, vote will be by secret ballot, similar to the process outlined for selecting Board members for the 1-year terms.

Ask for nominations for Secretary/Treasurer. If only one candidate is nominated and accepts nomination, an acclamation vote may be taken. If more than one, a secret ballot will be taken.

Next steps:
* Do we want to put out a newsletter, which would need to be published before June 15?
* Conduct discussion via e-mail?
* What articles to feature and who to write?
