Board elections for the River Road Community Organization happen in March of each year. Four of our Board members’ two-year terms end in March. Those members may run again for a seat. However, our charter states that any neighborhood property owner, renter or business owner who has attended at least one meeting per year (and signed in) may run for a seat. • Two lots at 925 River Road between McClure Ln and Oakleigh Ln were annexed to the City by W. Dickinson Properties. The File Number is A 11-1.

Free Dental Clinic at LCC for kids with limited access to dental care

Saturday, March 3rd will be the annual sealant clinic at Lane Community College for kids with limited access to dental care. Children *ages 7-14* will be provided with a free exam, x-rays, sealants (if appropriate), and a fluoride varnish. A parent or guardian must be present to fill out and sign the child’s health history and authorization to treat. Kids and their parents need to arrive between 9:30 AM and 12 Noon.

RRCO General and Board meeting

During the first part of the meeting, a representative from the Eugene Police Department will provide some information, listen to your concerns, and answer questions. With the prevalent burglaries in our neighborhood, concerns about graffiti along the bikepath and local streets, and our budding efforts to set up Neighborhood Watch groups, this forum will allow us to ask questions and learn how we can make our neighborhood safer. Increased police services would be nice, but we also have to be prepared to do everything we can for ourselves before we bring in additional police.

The Board meeting will focus on funding for newsletters; next steps for SCRROL work–such as outreach to Latinos, North Eugene High School; bike/ped feedback from neighbors; land use applications and our responses, and preparations for Board elections in March and potential candidate forum in April.

Neighborhood Watch Network for River Road.

Please contact at carleenr@gmail.com if you want to be placed on the Police Alert list. Messages are sent when River Road neighbors have a break in or other criminal behavior is observed. We are seeking additional neighbors to set up Neighborhood Watch groups. We are collecting recommendations of contractors who specialize in making homes more secure and vendors who provide security tips, equipment and techniques. Let us know if there are any you recommend.

Land Use Applications

A new year has arrived, and applications to the City of Eugene for changes in Land Use are being filed.

On Monday, January 23, at 7:30, W. Dickinson Properties will be appearing before the City Council to address the annexation of two lots. One lot fronts River Road (between McClure Ln and Oakleigh Ln), and the second lot is directly behind it. The File Number is A 11-1.
Another proposed project would be located on a lot on River Road where it intersects with Park Ave. The project is called Greenway Apartments. Several River Roaders will be meeting with the builder to learn more about the project.

The Santa Clara-River Road Outreach and Learning project completed their outreach phase and is working on a report of those activities. A preliminary report was presented at the November RRCO meeting. We hope to have a final report available in January. We are working on a new task team to carry out the work that our neighbors have asked us to advance. Solarize Eugene
Solarize Eugene is a community driven, bulk purchase program for solar electric and hot water systems run by The Resource Innovation Group and funded by EWEB’s Greenpower program. The City of Eugene is supporting our outreach efforts. Other Solarize programs across the state have successfully increased the number of solar installations and decreased the cost of solar, due in large part to the community involvement with the program.

There is a January 11th volunteer info session, and enrollment in the program will open in April.

The Lane County Commissioners are meeting on August 31 and a discussion of River Road and Santa Clara issues (as part of a larger discussion) are on the agenda at 11:00 a.m. Check the Lane County website for the agenda http://www.lanecounty.org/BCC_Info/Meeting_Info/2011/Agenda11-8-31.html and accompanying documents. You can also watch a webcast of the meeting at (www.lanecounty.org). Concern is being expressed about the recent article in the Register-Guard about the region between the UBG and the metro boundaries. Emergency Preparedness – Kate Kelly and Jan Spencer are coordinating program.

Join us for a lively discussion about emergency preparedness. We will share some more traditional tools from Patence Winningham from the City of Eugene, including the 72 hour kit, CERTs information and how to make a family plan with more locally focused ideas from Jan Spencer and Randy Prince around connecting with your neighbors and pooling resources. We will also share our own Geoff Simmons’s new book that covers issues not normally discussed. There will be lots of tools and time for questions. Please join us for this important and timely conversation.

Following up on the theme from National Night Out and from the concerns expressed by our neighbors about graffiti, crime, homeless campsites, gangs, and drugs, we will be useful presenting information and an opportunity for neighbors to ask questions and share their experiences. We hope to unify and take action to protect ourselves, our neighbors, and our property.

*August 8 – RRCO – Envision Eugene

City staff from the Envision Eugene project will provide an update on the progress of our community’s plan for how we will grow over the next 20 years. Over the past year, Envision Eugene collected community input through workshops, surveys, art contests, and a Community Resource Group that included several neighborhood leaders (three from RRCO; four from SCCO). That input informed the creation of a draft proposal – Envision Eugene: A Legacy of Livability that was released in March 2011.

The project is now moving into a more detailed look at how and where businesses, jobs and homes for 34,000 new residents will be accommodated over the next two decades. In the last few months, a Technical Resource Group of community members has been working with city staff to examine data and help determine future land need for homes and businesses. Understanding how much and what type of land is available for future homes, businesses, and public use brings the project closer to a true land need over the next twenty years.

If you are unable to make the August 8th meeting, a series of open houses are being held in the Atrium Building, 99 West 10th Avenue, this summer, on the first Wednesdays of July, August, and September from 3?6 pm. These informal drop-in events are a great way to learn about the project and talk with city staff about your questions. And while you’re downtown, you can check out Summer in the City events that start at 5pm.

Bike and Pedestrian Planning could affect your way of life in River Road – (Follow up from July meeting)

The City of Eugene is about to release a draft Eugene Bicycle and Pedestrian Plan designed to guide the construction of new bicycle facilities and new sidewalks over the next 20 years. There are many projects proposed for the River Road neighborhood that have the potential of improving getting around the ‘hood by alternative modes. Hopefully, they will be implemented in a way that is compatible with the rural nature of the area. Take a look at what is proposed at http://www.eugenepedbikeplan.org/ and give City staff your thoughts. In addition – reply to this email and ask to be added to our Bike/Ped email list. We will keep you up to date on what is happening and how you can join with your neighbors to plan an even better River Road Community.

Don Hanson, the Project Manager from the Oregon Department of Environmental Quality (DEQ) will give us an update on the Eugene Rail Yard clean up. Lee Shoemaker from the City of Eugene will be available to review and answer questions about the bike and pedestrian project in the River Road area. (See the RRCO newsletter with more information.) Mckenna Hynes from Womenspace will talk with us about their services and answer questions.

The Lane County Commissioners have invited Jolene Siemsen (Co-Chair River Road Community Organization), and Jerry Finigan (Chair, Santa Clara Community Organization) to present and comment on the findings of the River Road/Santa Clara Transition project, completed in 2006.

They are interested in the goals that were established from the project and how they might be approached in the future. Lisa Gardner, Planning Director from the City has also been asked to attend. This may be a rare opportunity for the County and the City to work together for the welfare of our communities.
This is an open public session and all are welcome to attend and audit the discussion. If you’re interested, it will be at Harris Hall (County Courthouse) at 11 a.m. Wednesday Feb 3.
