The Santa Clara-River Road Outreach and Learning Project (SCRROL) was a joint project of the Santa Clara and River Road Community Organizations. RRCO and SCCO were nominated and received the WeGene Neighborhood(s) of the Year award this Spring.

In recognition of this award, Barbara Denlis from Santa Clara is traveling as Eugene’s neighborhood representative to the Neighborhoods USA Coference, held this year in Indianapolis
May 23-26. This is quite an honor for our work.

Regular meetings of RRCO are USUALLY the Second Monday of each month. All RRCO meetings are open to the public with a public comment period at each meeting. Contact RRCO Co-Chairs Jon Belcher and Carleen Reilly by email for more information.

RRCO Board meeting

When: May 14, 2012, 7:00 – 9:00 p.m.

Where: River Road Annex, 1055 River Road

New RRCO officers were elected at the extra Board meeting on April 25. Jon Belcher and Carleen Reilly were again elected Co-Chairs. We welcome our new Board members Tuula Rebhahn as our Secretary-Treasurer, and Will Dixon. We will be discussing the June meeting (featuring River Road Parks and Recreation and SCRROL report), setting a date for a bike path clean up in June or July, finalizing the newsletter, and working on a mystery event for August.

RRCO General meeting

The River Road Park and Recreation District has been working diligently to provide comprehensive services to the neighborhood and keep the budget balanced. Dale Weigant will bring us up to date on RRPD challenges and opportunities, including the Park District’s negotiation with City of Eugene on the District’s future.

We’ll also be presenting the SCRROL Report and Recommendations with an opportunity to explore the future of our neighborhood. Your participation is needed.

RRCO Board Meeting
When: July 9, 2012, 7:00 to 9:00 p.m.

The Board may take a walk down to the River for a picnic, and work on issues such as graffiti eradication, Neighborhood Watch, River Road enhancement, August’s mystery meeting, and other arising topics.

RRCO Pancake Breakfast
When: September 8, 2012, 9:00 to 11:00 a.m.

We are looking for a Coordinator for this event. Are you interested? We know all the tasks that need to be done, have the workers to do the tasks, and have people who will get donations. We just need someone to help manage our efforts.

Drywell decommissioning

A pilot project is getting underway off of Howard Ave around Escalante and westward.

The City of Eugene is planning to construct drainage improvements in your area. The project will eliminate the drywells in the streets in your neighborhood and connect the existing drainage system to the primary drainage network in the area. The work will improve the drainage system, help prevent future flooding, and protect groundwater quality.

This work is City funded and there will be no direct charges to you for the work.

Survey crews will be in your area gathering the information needed to plan and design improvements. Underground utilities will be marked with temporary paint. You will receive more information prior to any construction activities.

RRCO News March 2012 Newsletter

Welcome to the first edition of the River Road Community Organization eNewsletter using iContact, our new email and contact management system. Some changes will be obvious like the addition of color and photos in your email newsletter.

Other changes are less obvious, like your ability to sign up for RRCO’s eNews, Police Alerts, or Bike/Ped updates; or add or delete information like your phone number or address to your contact profile associated with this email address, directly from our website.

RRCO General meeting – RR Stormwater System Updates, and Board Elections
March 12, 2012, 7:00 – 9:00 p.m.
River Road Annex, 1055 River Road

RRCO is seeking new Board members. Board elections occur every March. Four Board members’ two-year terms end this year. We will also have two seats open for one-year terms. Our charter states that any neighborhood property owner, renter or business owner who has attended at least one meeting per year (and signed in) may run for a position. If you have an interest in serving your community and working with a team of interested neighbors, check us out at riverroadco.org (and soon on Facebook).

In addition to Board Elections, we will be learning about stormwater and the upcoming decommissioning of City and County dry wells in River Road and Santa Clara neighborhoods. Therese Walch, Water Resources Manager for the City of Eugene; Dan Hurley, Lane County Public Works; and others will provide an overview of the dry well decommissioning program, potential solutions, initial projects, and public outreach activities.

Several non-partisan races in the upcoming election will have a great impact on our neighborhood: City Councilor, Mayor, and County Commissioner. Depending upon how many candidates are running in each race, we can determine how many races we can feature. The last day to file for these elections is March 6.

River Road Community Organization Bike/Ped meeting
When: March 13, 2012, Tuesday, 7pm
Where: River Road Emerald Park Rm. E (1400 Lake Drive)

City Transportation and Parks Planning staff will be discussing and taking feedback on two projects that are planned for this summer:

Bike/Ped path in Rasor Park:
The Rasor Park Master Plan contains a conceptual design for an 8 ft path from the west end of the park to connect to the Riverfront Path. The City of Eugene originally proposed building a 12 ft. Bike Path this summer in the approximate location of the master plan. A member of the Rasor park committee has objected both to the design process and details of the plan. City Transportation and Parks planners have agreed to meet with us to discuss their plans and to consider our responses.

Silver Lane Bike Lanes:
Bike lanes are proposed to be built on both sides of Silver Lane from River Road to Grove Street as part of pavement rehabilitation. This project will remove on-street parking from the north side of Silver Lane. Adjacent neighbors have been invited to this meeting to review the plan and provide feedback.

Merry Lane:
We will review plans for the bike path and bridge proposed between Merry Lane and the West Bank Path. We will discuss design and how to provide input to the Land Use hearing scheduled for April 4th.

We will be able to review the Eugene Ped/Bike Plan planned for acceptance at the March 12 Eugene City Council Meeting.

This meeting is a follow-up to our meeting with City Staff in December. We provided feedback which resulted in some design changes. Please attend and respond to these current plans.

Workshops for solar and weatherization are free and open to anyone interested in participating in this community-based project. Solarize Eugene is a project of The Resource Innovation Group (TRIG) funded by an EWEB Greenpower grant.

Envision Eugene will chart the future for our City
When: March 22 at 6:00-8:00 p.m.
Where: North Eugene High School
What: Community Forum

What will Eugene look like in 20 years? If historic trends continue, we will have 34,000 more neighbors. We could add even more if global warming brings us climate refugees.

Envision Eugene is the community planning process that defines where and how we will provide housing, workplaces, commercial establishments, parks and other infrastructure for those additional people. Will we find ways to accommodate this growth within the current Urban Growth Boundary or will we have to expand the boundaries of Eugene? How will we ensure that affordable housing is available in Eugene? What can we do to ensure that there will be sufficient jobs in Eugene? How will we design our City to be more energy efficient? How will we balance preserving neighborhood livability, natural resources, farmland and forest land?

These are the questions that City Planners and citizens have worked to solve through the Envision Eugene process for over two years and the City Manager will present his proposal to the City Council on March 14th.

The Forum schedule includes an introduction explaining the Plan with emphasis on how it affects the River Road and Santa Clara neighborhoods. We will then break into discussion groups for you to learn more and provide input. We hope you can be there throughout the two hour session.

Neighborhood News

Police Alerts and Neighborhood Watch for River Road.

Email RRCO to sign up for Police Alert e-list or organize a Neighborhood Watch group. Messages will be sent about neighborhood criminal activities and crime prevention tips. If you have a break in, send information for circulation to interested neighbors.

Build It and They Will Come: Juvenile Chinook Salmon Found at Delta Ponds and Heron Slough!
(Heron Slough is behind Merry Lane)

“For the first time in over 60 years, juvenile spring Chinook salmon can swim freely through newly created side channels of the Willamette River at Delta Ponds and Heron Slough. Heron Slough is between Arbor and Merry Lanes and is a quarter mile of newly constructed stream-like side channel, where river water can also flow during high water events like Eugene has had over the past several weeks.”

Beyond Toxics and Centro LatinoAmericano are hosting a Community Tour Event on Friday, April 13!

The tour is scheduled in the morning and we will then gather at Petersen Barn Community Center in the early afternoon. Beyond Toxics and Centro LatinoAmericano will organize a Community Tour to sites in residential neighborhoods in West Eugene. The Tour will enable residents to tell their stories about exposures to environmental pollution and educate the larger public about environmental justice issues here in our own community along the Industrial Corridor.

The goal of the event is to share information on environmental harms that exist in local neighborhoods and reach out to government officials, who in turn, will learn about opportunities to identify and address the problems. Recalling the words of EPA Director Lisa Jackson, community decision-makers must include environmental justice principles in all decisions, including urban planning and social services decisions. We hope you will be able to join us and please feel free to forward to anyone else who might be interested.
