  • Review of E-votes The RRCO board voted last month to renew our gratis membership in Eugene Neighbors Inc. and to re-appoint Kate Kelly as our representative. We also voted to establish a neighborhood association checking account to develop rules for managing the account and RRCO funds.
  • Board Elections – we have six positions up for election. Please consider running!
  • Jan Spencer will share the opportunities of the 2015 Northwest Permaculture Convergence in River Road in August. He will tell us how we can get behind this historic event.
  • Clare Strawn & Ravi Logan will discuss “From Food Desert to Robust Food Culture.“ Last year the community said we wanted to be known as the River and Garden District. This vision has inspired thinking about how to cultivate a resilient neighborhood food system. Ravi and Clare will present examples of things that are already happening, some ideas from other communities and invite your participation.

Information from the Listening Sessions will be shared with neighbors. We hope to lay out the next steps in the process of developing our area plan, which integrate transportation ideas to bring us into the 21st century. Be part of the team that carefully looks at each area of our neighborhood as we begin to zone for appropriate growth, protect

our heritage trees, provide safe multi-modal transportation, and provide for public safety.

Someone planned for our future and protected our access to the River. You can pay forward by participating in planning for the next generation’s future in a safe, healthy, and thriving community.

Several updates will inform us about the re-purposing of the Goodwill Building to a community gathering place with businesses our community desires, Howard School Replacement, EWEB Commissioner to provide info and take questions, SCRRIPT status, and land use activity. Changes are planned for the schedule for LTD bus #55. They want to know what ideas are feasible.

In order to be a candidate or vote in next month’s election, a neighbor or business persoon must attend at least on meeting in the prior year. February is the last month to gain eligibility to be a member and vote or run for a seat on the RRCO Board.

LTD Proposes changes to Route 55

Route 55 may lose its legs on Horn Lane, Lake Drive, Howard Avenue and Grove Street on one end but extend service to the Downtown Eugene Station at the other end in a pending proposal.

These are three ways for you to learn about the proposal and provide input:

·   Attend the 2/10 RRCO General meeting ( 7-9 PM) at the River Road Park Annex where representatives will describe the proposed changes, answer questions and take input.

·   Attend the LTD open house also at the River Road Park Annex on Wednesday, February 26 6 PM where representatives will also describe the proposed changes, answer questions and take input.

·    Log onto the LTD Annual Route Review Webpage where you can find a map of the current and proposed routes, take a survey or email feedback.

·     You can also attend other open houses, Neighborhood Meetings and LTD Board Public Hearings as outlined on this webpage.

River Road and Howard Elementary School Replacement

Design has started on a new Howard Elementary School building. Groundbreaking may occur as early as spring 2014.

A design open house was held on February 4 for community members to view the initial design, share comments, and visit with the architects and other design team members.

A postcard will be sent to residences near the school. We would appreciate any assistance you can provide spreading the word in other ways.

Neighbors will be discussing the Oakleigh Meadow Cohousing project with a potential vote to appeal the hearings official’s decision, the new homeless Rest Stop close to River Road neighborhood, redevelopment of the

Goodwill Building, an exercise in visioning our neighborhood of the future, and other emerging neighborhood issues. Plans for the Holiday Dessert Potluck will be shared. If you can volunteer to help with decorations, provide door prizes, layout food and beverages, or have ideas to contribute, please send a message to riverroadcommunityorganization@gmail.com.

Voter eligibility: Must be a River Road resident, property owner, or business owner (one vote per business) and have attended and signed in for at least one meeting during the last 12 months.

The General Membership will be asked to affirm this letter at the September meeting. This segment is called the NW Eugene-LCC Transit Corridor Plan, which includes River Road up

River Road General Membership Meeting – May 13, 2013

RRCO General Membership Meeting

Beltline, Bridges, Bike Paths, & Buses
Our neighborhood is anticipating many transportation projects
during the next decade or two. We have an opportunity to
review the full scope of ideas that will be studied. Savannah
Crawford is managing the Beltline Project for ODOT, and our
neighbor Eileen Nittler is our RRCO representive to this team.
Kurt Yeiter, Eugene Senior Transportation Planner, will share
the projects planned for our neighborhood and up into Santa
Clara. Tom Schwetz will inform us about the progress LTD is
making on the River Road leg of EmX. Join us to ask questions
and learn.

“Housing in the Context of Community” is an architecture
design studio at the University of Oregon focusing on housing
schemes for the site at 435 River Road. Christina Bollo, UO
Doctoral Student in Sustainable Architecture, and other students
want to get feedback from our neighbors on their designs, so they
can further refine them for their final review at the end of the
term. They have been scholars of the RRCO meeting minute
archives and have met with many of the adjacent neighbors. Help
us welcome and learn from these architecture students.

Neighborhood Enhancement. As a follow up to Chuck Durret’s new vision for the intersection of River Road and Hilliard Ln., we will explore additional ideas for improving the safety, beauty, and functionality of this segment of River Road. Join the discussion with your neighbors.

Eugene School District 4j has big plans for several of our neighborhood schools. 4j Board Chair Beth Gerot and Board member Mary Walston, both River Road neighbors, will present a thorough update of the plans. This is an exciting, long-term project to provide our children a quality education. The children truly are our future.

River Road General Membership Meeting February 11, 2013

Terri Harding, Senior Planner with the City of Eugene, and Planner Zach Gallway will help River Roaders to update Neighborhood Plans for the River Road and Santa Clara. The neighborhood’s SCRROL Report and Recommendations and current SCRRIPT (Implementation) work is the starting point for the neighborhood planning effort. After adoption of the City’s new comprehensive plan and urban growth boundary (anticipated late 2013), neighborhood plans will get underway. This will be an opportunity for neighbors and city staff to jointly discuss our best outcomes for working together on the Neighborhood Plan.

Chuck Durret, nationally acclaimed architect, has drawn up a new vision of the River Road and Hilliard Ln intersection. His re-imagining of the crossroads in the heart of our neighborhood could provide an exciting springboard to focus our energies. He says, “The future of River Road, anchored by this transformation at Hilliard Ln., serves local residents in living easy, connected lives, provides safe crossing for school children, and piques the interest of commuters to both slow their driving speed and pull into grocery shop, sit down for coffee, or stop for dinner on their way home from work, leaving their dollars in the neighborhood’s micro-economy. The proposal transitions River Road to a corridor with its own culture and personality–a new model for a healthy neighborhood.”

It will be well worth your while to be inspired and help build the future River Road.
